A Review of the Energy Poverty Characteristics of Nova Scotia- May 17, 2022

This review was conducted after AEC became aware in 2019 of recent sources of data which challenged and expanded on some of the information AEC had been using. In addition, Efficiency NS asked the following questions in January, 2020: “Has the AEC done any work into ways of measuring energy poverty? Or energy poverty in NS?”. Earlier drafts of this report were completed in the spring of 2020 and the spring of 2021 but time and some issues with presentation delayed finalizing the report until early 2021. We look forward to further conversations about this with other interested parties. These are the questions that are explored here: \

  2. How many households in NS experience energy poverty?

  3. What types of households experience energy poverty?

  4. What is the energy burden (% of income spent on home energy) of households experiencing energy poverty?

  5. What impact does having electricity and fuel costs included in rent have on energy burden?

  6. What impact does using After Tax income compared to Before Tax income have on the numbers?

  7. What are the general impacts of energy poverty in N.S.
