The substantial increase in funding and in target population for HARP creates an unprecedented opportunity to do some research that would be valuable in future years in considering options for assisting low and modest income households in being able to pay for their home energy bills to keep essential energy services going. Public funds have the most impact when they assist the people most in need of assistance to the extent they actually need the help, so they have essential energy services (for heat, lights, food preparation).
